The ultimate objective of this study is to probe the current learning program and learning situation to determine to what extent they fulfill the learners' needs, and partly to discover other factors that might affect that process. In gathering and analyzing data, mixed-methods research is adopted, in which a questionnaire instrument was administered to the learner sample, whereas interviews were conducted with teachers of English in that department as the second sample of this research. The results of the research show that, firstly, the learners are really aware of the importance of the English language in academic aspects and eventually in their future workplaces. They lack much vocabulary and grammar, and they seek to master productive language skills. Secondly, the current learning process is in need of many reforms: the Canvas (2023-2024) is fully blurred, and one unified program cannot fit different Science and Technology branches. On the other hand, human and material resources are fairly suitable. With regards to the time factor, the research also shows that a gradual reform is desirable, in which the course design necessitates two sequences, periodic and permanent consideration to achieve that aim. At the end of this research, some recommendations were mentioned regarding the needs of both students and the learning process in general, including the role of the ministry, department, professors, and all the stakeholders. تركز هذه الدراسة على احتياجات طلاب الفصل الثالث من الهندسة المدنية المتعلقة بتعلم اللغة الإنجليزية في قسم الهندسة المدنية والهيدروليكية بجامعة أدرار. الهدف النهائي لهذه الدراسة هو التحقيق في برنامج التعلم الحالي والعملية التعليمية لتحديد مدى تلبيتها لاحتياجات المتعلمين واكتشاف العوامل الأخرى التي يمكن أن تؤثر على هذه العملية. أثناء جمع البيانات وتحليلها، تم اعتماد أبحاث ذات أساليب مختلطة، حيث تم توجيه استبيان لعينة من المتعلمين، بينما تم إجراء مقابلات مع معلمي اللغة الإنجليزية في هذا القسم كعينة ثانية من هذا البحث. تظهر نتائج البحث، أولاً، أن المتعلمين يدركون حقًا أهمية اللغة الإنجليزية في الجوانب الأكاديمية حاليا وفي أماكن عملهم المستقبلية في نهاية المطاف. وأنهم يفتقرون إلى المفردات والقواعد ويسعون إلى إتقان المهارات اللغوية المنتجة. ثانيًا، تحتاج العملية التعليمية الحالية إلى العديد من الإصلاحات: برنامج (2023-2024) غير واضح تمامًا، وأنه لا يمكن لمنهج موحد التكيف مع فروع العلوم والتكنولوجيا المختلفة. أما من الناحية الإيجابية، فإن الموارد البشرية والمادية كافية بشكل مرضي. وفيما يتعلق بعامل الوقت، يبين البحث أيضا أن الإصلاح التدريجي أمر مرغوب فيه، حيث يتطلب تصميم الدورة تسلسلين، تصميم دوري ودائم لتحقيق هذا الهدف. في نهاية هذا البحث، تم تقديم بعض التوصيات بشأن احتياجات الطلاب وعملية التعلم بشكل عام، بما في ذلك دور الوزارة والقسم وأعضاء هيئة التدريس وجميع أصحاب المصلحة.
