Public ISBD Titre : البلديات كاملة الصلاحيات في الجزائر خلال الاستعمار الفرنسي ومسألة الانتخاب(1884-1962) Type de document : texte imprimé Auteurs : حالة، خديجة, Auteur Editeur : جامعة احمد درايعية ادرار Année de publication : 20232024 Langues : Arabe (ara) Résumé : تعد البلدية المؤسسة القاعدية في النظام الإداري الاستعماري الفرنسي؛ بحيث تعتبر البلديات كاملة الصلاحيات الوحدة الأساسية التي حاولت فرنسا من خلالها تكريس سياستها في مستعمرتها الجزائر، فعمدت إلى إنشاء مؤسسات إدارية وفق معايير فرنسية لخدمة مواطنيها، باعتبار الجزائر جزء لا يتجزأ من فرنسا، و سعت بكل السبل لفرنسة المجتمع الجزائري من خلال دمج الجزائريين في الإدارة المحلية، وإعادة تركيبته على جميع المستويات الاجتماعية والاقتصادية والثقافية، وإضعاف الروابط القبلية والعائلية التي تميزه حتى يسهل عليها إحكام سيطرتها، وهمشت السكان الجزائريين من حيث التمثيل الحقيقي في المجالس البلدية، ولم يتمتعوا بنفس الحقوق التي يتمتع بها الأوروبيون، فبالرغم القيود والتحديات ساهمت الانتخابات في تعزيز الوعي السياسي لدى الجزائريين ودفعتهم للمطالبة بحقوقهم السياسية. وهو الموضوع الذي تعالجه هذه المذكرة والمعنونة ب:"البلديات كاملة الصلاحيات في الجزائر خلال الاستعمار الفرنسي ومسألة الانتخاب (1884-1The municipality is the basic institution in the French administrative system, as the ones with full authority are considered as the basic unit through which the french goverment tried to establish in the colony of Algeria. France deliberately established administrative institutions according to french standards for the sake of serving its citizens, considering Algeria an itegral part of France .The French goverment attempted by all means to frencificate the Algerian society by intergrating the algerians in the local administration, and restructuring the community on social economic and cultural aspects , France also tried to weaken the tribal ties in order to tightly control families and tribes . Furthermore ; algerians were marginalized in terms of representation in municipal councils , besides they were not entiteled the same rights as europeans . However, and despite the restrictions and challenges, elections contributed in enhancing algerian political awareness and pushing the citizens t to claim their political rights.
