Public ISBD Titre : الاطار القانوني للمفتشية العامة للولاية : المفتشية العامة لولاية ادرار نموذجا - Type de document : texte imprimé Auteurs : لعلى, بوكميش, Auteur Editeur : جامعة احمد درايعية ادرار Année de publication : 2024 Langues : Arabe (ara) Résumé : هدفت الدراسة الى التعرف على الاطار القانوني للمفتشية العامة للولاية على ضوء التشريع الجزائري، وقد تم الاعتماد في دراسة الموضوع على المنهج الوصفي التحليلي، وبعد جمع البيانات النظرية من المصادر والمراجع وكذا جمع البيانات الميدانية عن طريق المقابلة من الميدان قمنا بمعالجتها وتحليلها حيث توصلنا الى أهم النتائج التالية: * تهدف المفتشية العامة للولاية الى تعزيز الكفاءة وتحسين الأداء، مما يؤدي في النهاية الى رفع مستوى المردودية وتقليل التكاليف. *يعتمد الوالي على المفتشية العامة للولاية كأداة هامة لتقييم أداء الأجهزة الادارية التي تخضع لسلطته الاشرافية. * تعتمد وزارة الداخلية والجماعات المحلية والتهييئة العمرانية على المفتشية العامة للولاية كأداة لتقييم وتقويم الوضع الاداري بالمؤسسات والهياكل الموضوعة تحت الوصاية على مستوى الولاية. وعلى ضوء هذه النتائج أوصت الدراسة بالآتي: * اعادة النظر في النصوص القانونية المنظمة لجهاز المفتشية العامة للولاية. *الرفع من عدد المفتشين في هذا الجهاز كونه ضئيل مقارنة بمجال تدخلها والمهام الموكلة لها. summary The study aimed to identify the legal framework of the inspectorate general of the wilaya in light of algerian legislation. We adopted a descriptive-analytical approach in studying the subject. after clloecting theorectical data from sources and references.as well as collecting field data through interviews, we processed and analyzed it, Leading to the following key findings * the inspectorate general of the wilaya aims to enhance efficiency and improve performance, ultimately leading to increased productivity and reduced costs. * the wali relies on the inspectorate general of the wilaya as an important tool for evaluating the performance of administrative bodies under his supervisory authority. * the ministry of interior, local communities and urban planning relies on the state inspectorate general as a tool for evaluate and reform the administrative situation in institution and structures placed under guardianship at the state level. Public ISBD Titre : الرقابة الادارية على المدراء التنفيذيين في ضوء التشريع الجزائري Type de document : texte imprimé Auteurs : لعلى, بوكميش, Auteur Editeur : جامعة احمد درايعية ادرار Année de publication : 2024 Langues : Arabe (ara) Résumé : من خلال دراستنا لموضوع بحثنا الرقابة الادارية على المدراء التنفيذين في ضوء التشريع الجزائري نستنتج انهم يخضعون الى نوعين من الرقابة رقابة رئاسية وتمارسها السلطة المركزية من خلال الوزير الذي يراقب المدير الولائي او الجهوي ما مدى احترام مخطط عمل الحكومة في الولاية من خلال تقيم سرعة انجاز المشاريع لخدمة المصلحة العامة فهو يمثل المركزية الادارية على هذا مستوى الولاية. ويخضع الى رقابة الوالي حيث يمارس عليه سلطة الوصاية من خلال التقييم والتقارير الدورية ويتعدى دور الوالي الى أكثر من هذا فقد منحه المشرع صلاحيات اوسع كاستشارته في تعين المدراء ء وتنصيبهم. وهذه الازدواجية من الرقابة المفروضة على المدراء التنفيذين هدفها خدمة المصلحة العامة من خلال تقويم وتصحيح الاخطاء وتفادي الوقوع فيها لاستمرارية فعالية المرفق العمومي. summary Through our study of the subject of our research administrative control over executives in the light of Algerian legislation, we conclude that they are subject to two types of control, presidential control and exercised by the central authority through the minister, who monitors the state or regional director. It is subject to the control of the governor, where he exercises the guardianship authority through evaluation and periodic reports, and the role of the governor goes beyond this, as the legislator has granted him broader powers such as consulting him in appointing and installing managers.
